Investigation in Japan
Corporate due diligence, background checks, credit checks, and organised-crime screening — carried out in Japan by a registered operator.
Registration & standing
Investigation work in Japan is regulated under the Detective Business Act (探偵業の業務の適正化に関する法律): an operator must file a registration with the Prefectural Public Safety Commission before trading, and operating without one is an offence. The Hokkaido Prefectural Public Safety Commission publishes administrative sanctions issued against registered operators.
THE PROBLEM
Japanese corporate information is largely offline, in Japanese, and distributed across registries that do not answer to foreign enquiries. From outside the country, three things are close to impossible to establish on your own.
Whether the company is what it claims. Registered capital, real trading history, actual premises, and whether the people signing are the people who control the business.
Whether it can pay. Japanese SMEs rarely publish financials. Solvency has to be assessed from trade references, registry filings, and reputation within the industry.
Whether it has organised-crime ties. Prefectural organised-crime exclusion ordinances and standard banking practice require companies to keep anti-social forces out of their business relationships, and Japanese contracts routinely carry an exclusion clause. Foreign firms are usually unaware the obligation exists until a bank or a counterparty asks.
